सूचना और प्रसारण मंत्रालय (I&B) ने अश्लील, अश्लील और कुछ मामलों में अश्लील सामग्री प्रकाशित करने वाले 18 ओटीटी प्लेटफार्मों को ब्लॉक करने के लिए विभिन्न मध्यस्थों के साथ समन्वय में कार्रवाई की है। 19 वेबसाइटें, 10 ऐप्स (Google Play Store पर 7, Apple App Store पर 3), और इन प्लेटफ़ॉर्म से जुड़े 57 सोशल मीडिया अकाउंट भारत में सार्वजनिक पहुंच के लिए अक्षम कर दिए गए हैं।
केंद्रीय सूचना एवं प्रसारण मंत्री श्री अनुराग सिंह ठाकुर ने बार-बार ‘रचनात्मक अभिव्यक्ति’ की आड़ में अश्लीलता, अश्लीलता और दुर्व्यवहार का प्रचार न करने के लिए प्लेटफार्मों की जिम्मेदारी पर जोर दिया है। 12 मार्च, 2024 को श्री ठाकुर ने घोषणा की कि अश्लील और अश्लील सामग्री प्रकाशित करने वाले 18 ओटीटी प्लेटफार्मों को हटा दिया गया है।
हालिया निर्णय भारत सरकार के अन्य मंत्रालयों/विभागों और मीडिया और मनोरंजन, महिला अधिकारों और बाल अधिकारों में विशेषज्ञता वाले डोमेन विशेषज्ञों के परामर्श से सूचना प्रौद्योगिकी अधिनियम, 2000 के प्रावधानों के तहत लिया गया था।

इन प्लेटफार्मों पर होस्ट की गई सामग्री का एक महत्वपूर्ण हिस्सा अश्लील, अश्लील और महिलाओं को अपमानजनक तरीके से चित्रित करने वाला पाया गया। इसमें विभिन्न अनुचित संदर्भों में नग्नता और यौन कृत्यों को दर्शाया गया है, जैसे कि शिक्षकों और छात्रों के बीच संबंध, अनाचारपूर्ण पारिवारिक रिश्ते, आदि। सामग्री में यौन संकेत शामिल थे और, कुछ उदाहरणों में, किसी भी विषयगत या सामाजिक से रहित अश्लील और यौन रूप से स्पष्ट दृश्यों के लंबे खंड शामिल थे। प्रासंगिकता।

ओटीटी ऐप्स में से एक को 1 करोड़ से अधिक डाउनलोड मिले, जबकि दो अन्य को Google Play Store पर 50 लाख से अधिक डाउनलोड मिले। इसके अतिरिक्त, इन ओटीटी प्लेटफार्मों ने दर्शकों को अपनी वेबसाइटों और ऐप्स पर आकर्षित करने के उद्देश्य से ट्रेलरों, विशिष्ट दृश्यों और बाहरी लिंक को प्रसारित करने के लिए बड़े पैमाने पर सोशल मीडिया का उपयोग किया। संबंधित ओटीटी प्लेटफार्मों के सोशल मीडिया खातों पर 32 लाख से अधिक उपयोगकर्ताओं की संचयी फ़ॉलोअरशिप थी।

ओटीटी प्लेटफॉर्म्स के साथ लगातार जुड़ाव
सूचना एवं प्रसारण मंत्रालय बैठकों, वेबिनार, कार्यशालाओं आदि के माध्यम से आईटी नियम, 2021 के तहत स्थापित ओटीटी प्लेटफार्मों और उनके स्व-नियामक निकायों के साथ लगातार संवेदीकरण प्रयास करता है।
भारत सरकार ओटीटी उद्योग की वृद्धि और विकास को बढ़ावा देने के लिए प्रतिबद्ध है। इस संबंध में कई उपाय किए गए हैं, जिनमें 54वें भारतीय अंतर्राष्ट्रीय फिल्म महोत्सव में वेब सीरीज के लिए उद्घाटन ओटीटी पुरस्कार की शुरुआत, मीडिया और मनोरंजन क्षेत्र में ओटीटी प्लेटफार्मों के साथ सहयोग और हल्के स्पर्श नियामक ढांचे की स्थापना शामिल है। आईटी नियम, 2021 के तहत स्व-नियमन पर जोर।

The Ministry of Information & Broadcasting (I&B) has taken action in coordination with various intermediaries, to block 18 OTT platforms publishing obscene, vulgar, and, in some instances, pornographic content. 19 websites, 10 apps (7 on Google Play Store, 3 on Apple App Store), and 57 social media accounts associated with these platforms have been disabled for public access in India.
Union Minister for Information & Broadcasting Shri Anurag Singh Thakur has repeatedly emphasized the responsibility of the platforms to not propagate obscenity, vulgarity and abuse under the guise of ‘creative expression’. On 12th March, 2024, Shri Thakur announced that 18 OTT platforms publishing obscene and vulgar content have been taken down.
The recent decision was taken under the provisions of the Information Technology Act, 2000 in consultation with other Ministries/Departments of the Government of India, and domain experts specializing in media and entertainment, women’s rights, and child rights.

A significant portion of the content hosted on these platforms was found to be obscene, vulgar, and portrayed women in a demeaning manner. It depicted nudity and sexual acts in various inappropriate contexts, such as relationships between teachers and students, incestuous family relationships, etc. The content included sexual innuendos and, in some instances, prolonged segments of pornographic and sexually explicit scenes devoid of any thematic or societal relevance.
The content was determined to be prima facie in violation of Section 67 and 67A of the IT Act, Section 292 of the IPC, and Section 4 of the Indecent Representation of Women (Prohibition) Act, 1986.
Significant Viewership
One of the OTT apps amassed more than 1 crore downloads, while two others had over 50 lakh downloads on the Google Play Store. Additionally, these OTT platforms extensively utilized social media to disseminate trailers, specific scenes, and external links aimed at attracting audiences to their websites and apps. The social media accounts of the concerned OTT platforms had a cumulative followership of over 32 lakh users.

Constant Engagement with OTT Platforms
The Ministry of I&B consistently conducts sensitization efforts with OTT platforms and their self-regulatory bodies established under the IT Rules, 2021 through meetings, webinars, workshops, etc.
The Government of India remains committed to fostering the growth and development of the OTT industry. Several measures have been undertaken in this regard, including the introduction of the Inaugural OTT Award for Web Series at the 54th International Film Festival of India, collaboration with OTT platforms in the media and entertainment sector, and the establishment of a light touch regulatory framework with an emphasis on self-regulation under the IT Rules, 2021.
